Accessibility is a regulatory field, not a normative one. It binds directly, without passing through the reference mechanism, and that distinguishes it from acoustics.

But it binds only above thresholds, and those thresholds are the first thing to check. They differ from one region to another.

A regional competence

Accessibility requirements belong to the regions, as part of spatial planning and housing. The applicable text is therefore read at regional level.

Each region therefore has its own body of rules, with thresholds, scopes and dimensional requirements that do not coincide.

A direct consequence for anyone working across regions: experience gained in one does not transpose as such. The reasoning transposes; the values do not.

How thresholds work

This is the central mechanism, common to all three regions even where values differ. It concerns activation by thresholds.

Requirements are triggered by several combined criteria. They concern the use, the area and the public received.

The use of the building. Premises open to the public are covered more widely than private dwellings.

The size of the project, measured in area or number of units as the case may be.

The nature of the intervention. New build, extension and conversion do not trigger the same obligations.

The type of space concerned. Common parts and accesses are generally covered more systematically than private spaces.

A project may therefore be partly covered, with some parts required to be accessible and others not, which is the commonest and least anticipated configuration.

What is settled at design stage

Accessibility requirements bear on dimensions and levels, which makes them structuring very early. They are therefore checked on the plan before being checked on site.

Four families of requirement recur, whatever the region. They cover circulation, access, sanitary facilities and signage.

Circulation routes, with clear widths and manoeuvring areas.

Changes of level, with permissible gradients and means of overcoming them.

Doors and openings, with clear widths and clear spaces.

Sanitary facilities, with dimensions and approach spaces.

Those requirements translate into floor area. A manoeuvring space is not a finishing detail: it is an area that must exist on the plan, and adding it late means reworking the layout.

Why error is hard to correct here

This is the field where an omission costs most, for three reasons. They relate to the plan, the permit and acceptance.

The requirements are dimensional. An insufficient width is not corrected by a choice of material but by moving a partition, or even structure.

They accumulate. An accessible route only means something if it is accessible along its whole length; a single non-compliant point renders the whole unusable.

They are easy to verify. A dimensional check is simple to perform, which makes the defect readily establishable, including long afterwards.

How this interacts with other requirements

A point of method that avoids rework.

Accessibility regularly conflicts with other requirements: fire safety on widths and doors, acoustics on thresholds and floor treatments, energy performance on entrance lobbies. The arbitration is made with both documents to hand.

Those trade-offs are settled at design stage, simultaneously, and not field by field. Handling them sequentially leads to cascading rework.

Four rules.

Check the thresholds before designing, not after, since they determine the extent of obligations.

Identify which parts are covered and which are not, the mixed configuration being the commonest.

Include the required areas on the plan from sketch stage, manoeuvring spaces included.

Resolve conflicts between requirements simultaneously, together with the other regulated fields.
