The first is the most underestimated and the least reversible. It is decided before everything else and cannot be recovered afterwards.
Building form
The most effective lever and the cheapest to use. It concerns the compactness of the volume.
A simple volume reduces envelope areas at equal living area, hence quantities of façade, roof and insulation.
It also reduces junction lengths, the most labour-intensive points and the most sensitive in execution.

That is more than a client obtains by dropping a finish level, for a decision taken at sketch stage and without loss of area.
Construction method
It affects price less than assumed, and the programme more. It concerns the choice of construction method.
Common construction methods show real but moderate cost differences, one possibly being faster and better insulated but slightly more expensive in capital terms.
The standard targeted weighs more than the method. Aiming above regulatory requirements entails significant extra cost, to be set against operating gains and any support available.

Finish level
The most visible lever, and the one clients use first. It concerns the level of finish.

Its range on that part is real, potentially double between a standard and a high-end level.
But its effect on the total budget remains limited compared with form or location.
A useful qualification: unlike the other two levers, it remains usable late, which makes it an adjustment variable rather than a structuring decision.
The false levers
Three approaches recur and achieve little, or the opposite. They bear on apparent savings.
Lowering regulatory technical requirements, which are not negotiable and whose breach is non-compliance.

The order in which to use them

Location first, whose effect exceeds all construction levers combined.
Form next, at sketch stage, before any commitment to the drawing.
Construction method and standard, at design stage, with support and tax regime in view.
Finish level last, as an adjustment variable.
Using these levers in reverse order is the common scenario, and it leads to sacrificing the finishes of a building whose form made the cost unavoidable.
