Two differences from the rest of German building
The reference area is not gross floor area. Hall construction works throughout in euros per square metre of hall area, that is per square metre of covered ground area. For a single-storey hall without intermediate levels the two quantities sit close together, but as soon as office wings, galleries or mezzanines are added they diverge. Placing a hall benchmark beside a benchmark per square metre of gross floor area requires that difference to be stated.
The figures are predominantly net of tax. Unlike housing, where consumer sources work gross, and unlike the large statistical datasets, which state their benchmarks inclusive of value added tax, hall construction works with net prices. The reason lies in the commercial client's ability to reclaim input tax.
Neither point makes hall construction simpler, only different. The check rule is unchanged: reference area and tax basis are established separately for every source and never inferred from its character. The system is set out in the article on reading construction cost benchmarks.

The figures are turnkey, excluding site, servicing and ancillary construction costs. Variations of 15 to 25 per cent by region, ground conditions and market are normal.
Between a warehouse and a production hall of comparable size, 100 to 300 euros per square metre typically separate the two. The difference arises less in the structure than in the building services, the load capacity of the floor slab and the requirements for fire safety and utility supply.
Size degression is particularly pronounced here
Design, structural engineering, site establishment, consent and servicing arise largely independently of hall area. In a small hall those fixed costs spread across few square metres, in a large one across many.

The consequence is counterintuitive but demonstrable: a small hall with demanding specification can cost more per square metre than a large, simple warehouse. A benchmark without a stated hall size is therefore even less usable here than in other segments.
What determines the price
The structure accounts for roughly 25 to 35 per cent of construction cost. It is the block through which the choice of construction method acts, and the one most strongly dependent on span, hall height and location.
Thermal insulation governs the largest price step in hall construction. The difference between an unheated cold hall and a fully insulated hall with office areas can reach a factor of three at identical ground area.
The floor slab is a distinct cost item in hall construction with considerable range, because it must be designed for the intended imposed loads, racking configuration and vehicle traffic.
Doors, rooflights and loading equipment are individual items with noticeable weight. Roof lighting strips over a tenth of the roof area run to some tens of euros per square metre of hall area; an industrial sliding door sits in the mid five figures each.
Fire safety acts through the stored goods and the hall size, not through the construction method alone. Sprinklers, smoke and heat extraction and compartmentation carry the greatest step risk in the cost estimate.
Location-dependent structural premiums
In hall construction the regional cost effect is not only economic but also structural, and here it can exceptionally be quantified. The two effects overlap and cannot be reported separately.
Germany is divided into snow load zones, with additional special zones whose official maps are published. A hall in a high snow load zone at altitude requires considerably greater steel sections than the same hall in a lower zone on flat ground. Professional sources put the additional section requirement at 35 to 50 per cent and the pure structural premium at an order of 15 to 25 euros per square metre.
Wind load zones act analogously, particularly on the coast and the islands. Both effects are to be kept separate from the general regional factor, which reflects wage levels and competition rather than structural design. Ancillary costs run lower here
Cost group 700 carries a smaller share in hall construction than in almost any other segment. The reason is standardisation: system halls are built to proven structural grids, structural design follows typified calculations, and a substantial part of the design service is already inside the supplier's offer.
That is no reason to neglect the item. Three points still need setting separately: the ground investigation, which weighs above average in hall work because of the large foundation areas; the fire safety design, which becomes demanding for larger halls and depending on the goods stored; and the consent procedure.
The distinction matters: an offer that includes design services does not replace the client duties of cost group 710, nor independent checking. Treating the two as equivalent leaves a gap in the budget.
Planning law acts on the area
In commercial development, planning law determines how much hall fits on a site at all, and therefore indirectly the benchmark per square metre. A benchmark per square metre therefore presupposes that the permitted density is known.
What governs are the development plan's provisions on the nature and extent of use, in particular the site coverage ratio, the number of full storeys and the permitted building height. Added to these are the parking obligation under municipal bylaws and requirements for landscaping, infiltration and compensatory areas.
These provisions act twice over. They limit the buildable area, which curtails size degression, and they generate costs of their own in cost groups 500 and 200 that are not inside the hall benchmark. On tightly dimensioned commercial sites that share can become substantial.
