Construction costs per m² in Germany: benchmarks by building type

Construction costs per m²

Search for German construction costs per square metre and you will find figures between 1,900 and over 5,000 euros for a detached house. For a full refurbishment the range runs from 600 to 2,500 euros; for a commercial hall from 250 to 1,500 euros.

These ranges are not a sign of a disorderly market. They arise overwhelmingly because published figures refer to different areas, cover different cost components, come from different years, and are quoted sometimes with and sometimes without value added tax. Strip out those four differences and the ranges narrow considerably.

This article orders the available benchmarks by building type, and first shows how a figure found online is converted into a planning quantity. It replaces no cost calculation but makes third-party figures checkable.

The four qualifiers a figure cannot do without

A cost benchmark is not a number but a number plus four qualifiers. If one is missing, the figure cannot be used in a cost estimate, however reputable the source appears.

Together these four checks take under a minute, and they decide whether a cost estimate holds up. The procedure is set out in reading and updating German construction cost benchmarks.

Reference area

In German cost planning the standard reference is the Brutto-Grundfläche (BGF), gross floor area under DIN 277. It covers all floor areas on every storey including the structure, measured to external dimensions. Walls, stairwells and plant rooms all sit inside it.

The Wohnfläche, habitable area under the German habitable area ordinance, follows an entirely different logic and is substantially smaller: it is measured clear of the structure, and cellars, unconverted roof spaces, boiler rooms and garages fall outside it. It is therefore not comparable with gross floor area.

The difference is substantial and building-dependent. It cannot be bridged with a fixed factor.

Consumer portals and house builders work almost exclusively in habitable area, professional datasets in gross floor area. Placing the two side by side produces, for an apartment building, an apparent difference of around 80 per cent arising entirely from the reference area. Cost scope

DIN 276 divides project costs into eight cost groups. Groups 300 and 400 together form the Bauwerkskosten, building cost. The large majority of published professional benchmarks refer to exactly that slice.

The gap between building cost and total cost is substantial. In German public sector building, cost groups 200, 500, 600 and 700 together are applied as an uplift in the order of one third on top of building cost. A building cost benchmark of 2,400 euros per square metre therefore corresponds to total construction costs excluding the site well above 3,000 euros per square metre. Price date and tax basis

Benchmarks derive from completed projects and reflect a past price level. The Federal Statistical Office publishes the construction price index quarterly, allowing a dated figure to be converted to the valuation date. The calculation is set out in updating costs with the construction price index.

On tax basis a rule applies that is frequently misapplied: it must be established separately for every source and never inferred from its character. The common assumption that professional sources are net and consumer sources gross does not hold. The large statistical datasets state their benchmarks inclusive of value added tax, as does the price index, while unit prices and commercial tenders are calculated net.

A worked example

The following route converts a figure found online into a quantity comparable with professional benchmarks. Starting point: a detached house of 150 square metres habitable area, without a cellar, offered at 3,400 euros per square metre of habitable area, gross of tax.

3,400 becomes 2,041 euros. Between the two figures lie no cost saving and no change of specification, only two arithmetic steps. Anyone skipping this and placing the starting figure beside a professional benchmark reads off a two-thirds difference that does not exist.

Residential construction costs

Housing is the best documented and least comparable segment. A selection of the figures circulating in 2026 for a detached house: Both have the same cause, namely the inconsistent reference area.

The phrase "from top of slab" deserves particular care: it excludes excavation, foundations and any cellar, which belong to cost group 300. So does the term schlüsselfertig, turnkey, which has no legal definition and describes no fixed scope.

Five factors drive the cost: specification standard, whether there is a cellar, compactness of the building form, energy standard and construction method. The most effective is compactness, the ratio of envelope to volume, because external walls, roof and windows are among the most expensive elements and that decision cannot be corrected later.

The cellar effect

An illustration shows why the reference area is not negotiable. Arithmetically the cellar acts in two directions at once.

  • Per square metre of habitable area it makes the house more expensive, raising the construction sum without adding habitable area.
  • Per square metre of gross floor area it makes it arithmetically cheaper, greatly increasing gross floor area while cellar storeys cost less per square metre than living storeys.

Both statements are correct and describe the same building. They differ only in the reference quantity.

Shell and fit-out

Within building cost the balance has shifted. The share of fit-out trades including services within cost groups 300 and 400 rose from 46 per cent in 2000 to 54 per cent in 2014, and the trend has continued. Shell costs did not fall; they simply rose more slowly.

Important when comparing figures: shell and fit-out are work sections, not cost groups. The two systems coincide only approximately, which is why circulating shell shares of 30 to 55 per cent can all be correct when referenced to different bases. Details in shell and fit-out cost shares.

Non-residential construction costs

Non-residential work barely features in public debate but is considerably better documented. Three particularities shape it.

Building use dominates everything else. Orders of magnitude separate a simple storage building from a laboratory. Allocation to the right building type matters more than any regional or time adjustment.

The building services share is higher. It can reach a third of building cost or more in technically demanding types. In education buildings around 31 per cent is cited, in individual cases up to 40 per cent.

The reference quantity is less uniform. Alongside gross floor area, cost per hotel room, per school place or per childcare place is customary and frequently more informative.

Education provides the clearest illustration of the whole subject: the German states' cost guide values for school building are public and precise, but each state references them to a different area, sometimes principal usable area, sometimes eligible usable area, sometimes programme area. Three figures with the same unit that are not comparable with one another.

Industrial and commercial construction costs

Hall construction has the best freely available data, because the market is commercial and suppliers must disclose scope to remain comparable. The figures are therefore more comparable with one another than in housing.

Two conventions depart from the rest of German building here: calculation is per square metre of hall area rather than gross floor area, and figures are predominantly net. Anyone overlooking both compares two different quantities.

Size degression is pronounced: halls above 5,000 square metres cost less per square metre than halls of 1,000 to 5,000. A small hall with demanding specification can cost more per square metre than a large, simple warehouse.

Notably, the location effect can here exceptionally be quantified structurally: a hall in a high snow load zone at altitude requires 35 to 50 per cent greater steel sections, meaning structural premiums of the order of 15 to 25 euros per square metre. In every other segment it remains an economic quantity.

Renovation costs

Renovation is the segment with the widest dispersion. Figures published in 2026 for a full refurbishment run from 600 to 2,500 euros per square metre, and one and the same provider carries two different ranges on two of its pages.

The cause is linguistic: the German term Kernsanierung is not uniformly defined. In one source it describes replacing roof, windows, heating, insulation and electrics with the interior fit-out retained; in another, strip-out to the bare shell. Between those readings sits the entire interior fit-out.

Ordering by depth of intervention is therefore the sensible approach. The boundaries between the stages are fluid.

An additional rule applies in existing buildings: you never work from a term but always from a schedule of trades. And the reference area is not the same as the area being worked on, which is why element-based measures are calculated per element area, that is per square metre of roof, facade or window.

The four segments do not calculate alike

This is the central insight of the subject and the reason cross-segment comparisons so often fail. Each segment has developed its own conventions, and none of them is wrong.

This table explains practically every numerical discrepancy encountered when comparing sources. A figure from hall construction and a figure from housing have nothing in common but the unit euros per square metre.

Regional adjustment

Published benchmarks are national averages applying at no single location. Analyses of construction statistics show a south to north gradient with a spread of around 1,000 euros per square metre between the most and least expensive federal state.

Two points matter. First, dispersion within a state is frequently wider than between two states, so regionalisation should work at district rather than state level. Second, contrary to expectation there is no consistent urban to rural gradient in pure construction costs: in conurbations more firms compete for the same tender, partly offsetting higher wages.

Ancillary construction costs

A figure of 15 to 20 per cent circulates for cost group 700. What is rarely stated alongside it: 15 to 20 per cent of what. At least three bases are in circulation, and at an identical percentage the results differ by six-figure sums.

Note too that financing costs were removed from cost group 700 by the December 2018 edition of DIN 276 and given their own cost group 800. Anyone calculating on older rules of thumb drops them without noticing.

From order of magnitude to cost estimate

A benchmark delivers an order of magnitude. A cost estimate delivers a statement someone stands behind. Between them lies a staged process, described normatively in Germany, whose stages differ in accuracy and in the data they rest on.

Benchmarks per square metre belong in the first two stages. From the cost calculation onwards the work proceeds from quantities and unit rates, and the benchmark changes role: it no longer replaces the calculation but checks it.

That checking function is the real value of a benchmark for a professional. Where a detailed calculation diverges markedly from the benchmark for a comparable building type, that is not an error but a signal. It may reflect a particularity of the project, a gap in the quantities, or a wrong building type allocation. In all three cases the divergence is to be explained rather than smoothed away.

The eight most common errors

Eight errors recur across cost statements and can be drawn together from the articles in this subject. All are avoidable and together cost more than any misreading of the market.

Mixing habitable area and gross floor area. The commonest error of all. It creates an apparent difference of around 40 per cent for a detached house and around 80 per cent for an apartment building.

Treating building cost as the construction sum. The benchmark searched for and found online covers cost groups 300 and 400. Site, servicing, external works, furnishings, ancillary costs and financing are not inside it.

Adopting percentages without their base. At least three bases circulate for ancillary construction costs. Without the base the percentage is worthless.

Inferring net or gross from the type of source. The dividing line does not run between the professional world and the consumer public. Statistical datasets publish gross, commercial tenders net.

Merely updating an old benchmark. The index corrects the price level, not the scope of works. A benchmark from ten years ago contains the plant standard of that time, not today's.

Using the national average as a location value. Published benchmarks are national averages. The spread between federal states is around 1,000 euros per square metre, and within a state it is frequently wider.

Comparing segments that are not comparable. A hall benchmark per square metre of hall area net and a housing figure per square metre of habitable area gross have nothing in common but the unit.

Working from a term rather than a schedule of trades in existing buildings. Kernsanierung is undefined. Published figures accordingly run from 600 to 2,500 euros per square metre without any of them being wrong.

Procedure for a defensible cost statement

  1. Fix the reference area and name it explicitly in the estimate, normally the complete gross floor area under DIN 277.
  2. Fix the cost scope, meaning which cost groups the statement covers, and carry the remainder as separate lines.
  3. Select a benchmark matching the building type, size class and specification standard, and record the allocation.
  4. Regionalise using a factor at district level, as a separate line with its source.
  5. Update to the valuation date using the published index, stating both index values.
  6. Check the plant scope where the price date lies more than about five years back, since updating corrects the price level and not the specification.
  7. Set ancillary costs separately, with the base explicitly named.
  8. Show value added tax as its own line rather than building it into the benchmarks.

A benchmark does not replace a cost estimate for the project in hand. It serves to sense-check a result, set an early order of magnitude and compare options. In that role it is valuable, provided its qualifiers are known and recorded.

The orders of magnitude given are indicative values for Germany. They do not replace a project-specific cost estimate and vary considerably by region, building type, specification standard and market conditions.

Frequently asked questions

The question cannot be answered without four further qualifiers: which area, which cost groups, which price date, net or gross. For a detached house the documented figures run between roughly 1,900 and over 5,000 euros per square metre of habitable area, which shrinks considerably once converted to gross floor area and to net amounts.

In roughly equal parts through different reference areas, different cost scopes, different price dates and different tax bases. The real market difference is smaller than the apparent range.

The complete gross floor area under DIN 277, explicitly named. Habitable area remains decisive for marketing, letting and grant applications but does not serve as the basis of a cost comparison between projects.

It should be updated to the valuation date regardless of age. Where the price date lies more than about five years back, the plant scope must additionally be checked, particularly the share of cost group 400.

Generally yes, but the widespread rule of thumb compares two figures of differing cost scope. A sound comparison requires the same reference area, the same cost scope including demolition and foundations on the new build side, and account taken of programme and alternative accommodation.
