The spread between the federal states
Analyses of the building permit and completion statistics show a pronounced south to north gradient. Bavaria has led for years, with planned construction costs for new residential buildings in the order of 2,900 euros per square metre. Hamburg and Baden-Württemberg follow. At the lower end sit Lower Saxony and Saxony-Anhalt at around 1,900 euros per square metre.
The spread is therefore about 1,000 euros per square metre, or roughly 50 per cent against the lower figure. On a house of 150 square metres that amounts to a difference of about 150,000 euros for the same schedule of accommodation.

An important caveat before using these figures: they come from official statistics of planned construction costs and do not map exclusively onto the Bauwerkskosten of cost groups 300 and 400. They serve very well for comparing federal states against one another, but not as an absolute benchmark in a cost estimate. Wage levels and collective agreements
Labour accounts for between 30 and 50 per cent of building cost depending on the trade. Regional differences in wage levels therefore feed through almost directly. The construction sector collective agreement still carries different wage groups for the former West German territory and for Berlin and the eastern states, and wages actually paid in the southern German conurbations regularly exceed the agreed rates because of skills shortages.
Contractor workload
The strongest short-term driver is the order book. In a region where contractors are fully committed, tenderers price in higher margins, or simply decline to bid. The same firm prices the same work considerably lower in a period of weak workload. This fluctuation can exceed the structural difference between two federal states within a single year.
Competitive intensity at tender
The number of tenderers responding to an enquiry acts directly on the price. In sparsely populated regions with few capable firms per trade, competition fails to materialise and part of the advantage from lower wage levels is eaten up again.
Technical requirements arising from location
Some of the difference is not economic but structural. Snow load zones, wind zones and seismic zones are distributed unevenly across Germany and act on the design of the structure. A roof in the Alpine foothills must be designed for a considerably higher snow load than the same roof on the north German plain. Ground conditions belong here too: foundation work and groundwater levels are location-specific and can shift the substructure cost noticeably.
Transport distances and material logistics
For heavy materials such as concrete, masonry and precast units, distance to the plant matters. Regions with a dense network of works are at an advantage, while remote sites pay transport premiums. For light, high-value components the effect is negligible.
The urban to rural fallacy
The obvious assumption is that building is more expensive in the city and cheaper in the countryside. That holds for the site, but not reliably for construction cost itself.
Analyses of official data show no consistent gradient between urban and rural areas in pure construction cost. The reason is competition: in conurbations more firms compete for the same tender, which dampens prices and partly offsets higher wages and site establishment costs. In rural areas competition is thinner, travel distances are longer, and individual trades are simply unavailable.
What does become systematically more expensive in the city is site establishment and site logistics: constrained conditions, traffic management, absent storage areas, restricted working hours under noise regulations and more elaborate protection measures towards adjoining buildings. These items sit distributed within cost group 300 and in site overheads, not in a separate premium.
The difference between a conurbation and a rural region is therefore not a factor to be applied wholesale, but a question of the specific site situation. It must be established for the specific location.
Transferring a benchmark to a location
A two-stage approach works in practice.
First stage, broad regional adjustment. The national benchmark is multiplied by a regional factor reflecting the price level of the region against the national average. Professional datasets carry such factors at the level of districts and independent cities. For Germany the factors move roughly between 0.85 and 1.25, with the peak values in Munich and its Upper Bavarian surroundings.
Second stage, project-specific correction. Location-specific particulars are then applied to the regionally adjusted figure: ground conditions, snow and wind load zone, servicing situation, site accessibility and the current workload of the firms likely to tender. This second stage is frequently the larger of the two and cannot be read off a table.
Anyone applying a regional factor should carry it as an explicit line in the cost estimate, with source and area of reference. Otherwise it is no longer apparent later whether a figure has already been regionalised, and applying the same factor twice is a common error.
The spread within a single state
Comparing federal states is intuitive, but it conceals an important fact. The dispersion within one state is frequently wider than between two states.
Bavaria is the clearest example. Price levels in Munich and the adjoining districts sit far above the state average, while regions in north-eastern Bavaria such as Wunsiedel and Hof rank among the cheapest areas in the country. Both lie in the same state and under the same state building code. The state average describes neither location accurately.
The same applies to North Rhine-Westphalia, with the gradient between the Rhineland and the Sauerland, and to Lower Saxony, with the gap between the Hamburg commuter belt and the Elbe region. Regional adjustment should therefore not work at state level but at the level of the district or independent city.
The state-level statistics remain useful, but for a different purpose. They show the direction and scale of the dispersion, not the value at a location.
A worked example
A building cost benchmark of 2,200 euros per square metre of gross floor area is available as a national average. The scheme covers 800 square metres of gross floor area and is to be built in the hinterland of a southern German city, with a regional factor of 1.18 taken from a current dataset.

Project-specific corrections are then applied to that regionalised figure. Difficult ground, a constrained site or a stretched order book among the trades can each act individually on the same scale as the entire regional factor. The factor is therefore the beginning of the location assessment, not its end.
Sequence matters too: the regional factor is applied to the benchmark either before or after updating to the valuation date, but never twice and never mixed. Both steps belong in the cost estimate as separate lines so that they remain traceable later.
Regional cost is not regional building law
Two levels are regularly conflated. The differences discussed here are economic in nature and arise from wages, competition, workload and site conditions.
Separate from these are the legal differences between the federal states. Each state enacts its own Landesbauordnung, a state building code with the force of law; the model building code is not binding; and divergences run from separation distances through building classes to the very names of the consent procedures. These differences act on cost, but through requirements rather than through price level. They belong in an examination of building law, not in a regional factor.
