The published ranges and what they mean
A selection of the figures circulating in 2026 for a detached house shows the problem immediately. The range exceeds a factor of two without any source miscalculating.

All five sources date from the same year and describe the same type of project. The highest and lowest figures differ by more than a factor of two.
Three observations explain most of it. First, every figure refers to habitable area rather than gross floor area, even though German cost planning works with the latter. Second, the cost scope is inconsistent: "turnkey" is not a defined term, and the phrase "from top of slab" excludes excavation, foundations and any cellar. Third, almost none states whether value added tax is included, and consumer sources routinely include it.
From a published figure to a usable benchmark
A figure found online can be converted into a planning quantity in three steps. Taking a value of 3,200 euros per square metre of habitable area, gross of tax, turnkey and without a cellar: The steps must be taken in that order.

So 3,200 becomes roughly 1,900, and the figure is still incomplete. Anyone skipping this calculation and placing the starting figure beside a professional benchmark reads off a 60 per cent difference that does not exist.
The conversion factor to gross floor area depends heavily on the building and runs considerably higher for a house with a cellar and a converted roof than for one without a cellar. The documented orders of magnitude are covered in the article on reference areas.
What drives residential cost
Specification standard. The market customarily distinguishes three levels, from basic through mid-range to high specification. Moving from mid-range to high specification runs to several hundred euros per square metre in practice, driven mainly by bathrooms, floor finishes, windows and building services.
Cellar or no cellar. The cellar is the most expensive storey in a German house, because excavation, tanking, foundations and drainage all come together in it. At the same time it substantially increases gross floor area without adding habitable area. Per square metre of habitable area it makes the house more expensive; per square metre of gross floor area it makes it arithmetically cheaper. Another reason always to read the reference area alongside the figure.
Compactness of the building form. The ratio of envelope area to volume determines how much expensive external wall, roof and window area falls on a given usable area. A compact form is cheaper than an articulated one with bays, dormers and set-backs for the same schedule of accommodation. The effect is larger than the gap between two specification levels and is regularly underestimated at early stages.
Energy standard. Requirements under the German Buildings Energy Act, and standards going beyond it, act on insulation, windows, airtightness and plant. The share of building services within building cost has risen steadily over the years.
Construction method. Masonry, timber frame, prefabricated systems and bespoke architect-led design produce different cost levels, but not in a clear ranking. The frequently asserted general cost superiority of one method does not survive scrutiny, because the degree of prefabrication, the scope of works and the specification level differ between offers.

How building cost divides in housing
Within building cost, German housing carries a characteristic relationship between fabric and services. The share of cost group 400 sits traditionally lower in simple residential work than in non-residential buildings, but has risen noticeably over the years.
The drivers of that shift are heat generators running on renewable energy, mechanical ventilation with heat recovery, electrical installations for charging infrastructure and photovoltaics, and building automation. A benchmark drawn from a sample with an older plant standard does not reflect these items, even where it formally describes the same building type and has been updated to the present. Updating with the construction price index corrects the price level, not the scope of works.
Practical consequence: for benchmarks from older datasets the cost group 400 share should be checked separately and adjusted where necessary. Datasets identify it separately for exactly this reason.
New build and existing buildings are not comparable
The benchmarks discussed in this branch apply to new build. Transferring them to work on existing buildings misleads consistently, and in both directions.
Downwards, because whole cost groups can fall away in existing buildings: no excavation, no foundations, frequently no intervention in the structure. Upwards, because strip-out, contamination removal, working in occupied premises, constrained site conditions and dealing with unknown existing fabric generate costs that do not arise in new build. The second effect clearly dominates where the intervention is deep.

The most common errors when comparing offers
Comparing square metre prices without the specification. The German term schlüsselfertig, turnkey, has no legal definition. Two offers at an identical square metre price can differ in scope by a six-figure sum. What governs is solely the attached specification.
Mixing net and gross. Offers to private clients are frequently stated gross; offers to commercial clients net. Comparing the two forms creates an apparent difference of 19 per cent.
Overlooking the cellar effect. A house with a cellar and one without cannot be compared directly either through habitable area or through gross floor area unless the cellar is shown as a separate item.
Assuming self-build input without valuing it. Offers premised on substantial owner input produce square metre prices that are not comparable with fully contracted schemes.
Current price movement
The Federal Statistical Office's construction price index for new conventionally built residential buildings shows a period of calm after the sharp rises of 2021 to 2023, followed most recently by renewed acceleration. November 2025 was reported at 3.2 per cent above the previous year; May 2026 at 5.0 per cent, of which 2.4 per cent came in the single preceding quarter.
The split is worth noting: shell construction work has risen more slowly than fit-out work of late. Anyone updating an older benchmark by a flat rate will miss the shift between the two groups of trades.
