The price per square metre is the first figure sought at the start of a project. Yet the same building costs roughly twice as much depending on how far the work goes.

A shell on the Estonian market often falls between €900 and €1,200 per m². A turnkey solution between €1,600 and €2,500 per m². Same building, same plot, same design. A price per square metre therefore says nothing without a completion level, and that is the starting point of this guide.

1. What a price per square metre measures

Three definitions make the figure interpretable, and without all three no two prices are comparable, even when both are stated in euros per square metre. They concern the area, the completion level and VAT.

A price per square metre is a fraction, and the denominator determines the result as much as the numerator. Two quotations can show different prices per square metre although the total cost is the same.

Published ranges on the Estonian market often run from €1,500 to €3,000 per m². That width does not come from imprecision, it reflects real differences: completion level explains the largest share, technology a further part, and the building's shape and size the rest. A range is therefore information, not vagueness, and a narrow range without definitions is less reliable than a wide range with them.

2. Building technology and cost

Technology is the first question a client asks, but it is not the largest cost variable. Commercial sources put its share at roughly a third within published ranges, while completion level explains roughly a twofold difference.

The ranges overlap substantially, and the overlap matters more than the difference: the choice of technology does not set the price, it influences it. The same technology can be dearer or cheaper than another depending on the project.

What technology actually changes is three other things: construction time, the timing of decisions, and the distribution of cost over time. The second is the most underestimated. Factory production requires solutions to be decided before production starts, so the design must be complete earlier and later changes are expensive or impossible. That is not a drawback but a condition, and it must be known before the choice, not after.

3. Four cost groups the price excludes

A construction price ends at the wall of the building; a project ends at the boundary of the plot. Four groups fall outside almost every price per square metre, and only the first is obvious to the client.

Exclusion is not misleading. These costs do not depend on the building but on the plot, the location and the existing networks; they cannot be expressed per square metre because they do not scale with floor area; and they do not come from the same firm. A contractor who does not show them prices what it does.

The problem arises in interpretation, when a client reads a construction price as a project price. The least favourable timing is the fourth row, because external works fall due when the budget is already tight, and they are then dropped or done more cheaply than planned, although they are visible and used every day.

4. The construction price index

The Statistics Estonia index is the only official and neutral figure in this field. Every other published price comes from a seller. That advantage disappears the moment the index is read wrongly.

The index expresses the change in the cost of construction activity at the level of direct costs on site, split between labour, construction machinery and materials. Four groups of buildings are included in its calculation: houses, apartment buildings, industrial buildings and office buildings.

Two consecutive quarters in 2026 illustrate the logic well. They show that the sub-indices move apart.

Two consecutive quarters, two different drivers. That is the index's most useful property: it shows not only how much, but why.

The index does not measure what a client pays. At the level of direct costs it excludes the contractor's overheads and profit, and every cost that does not occur on site. The practical consequence: a 3 % rise in the index does not mean quotations rise by exactly 3 %.

5. Building an estimate

An estimate presented as a single figure is incomplete information. What is missing is not precision but its opposite: knowing how precise that figure is. Accuracy does not depend on how carefully the calculation is done but on how much has been decided.

Three things must accompany an estimate: a range, showing how firm the figure is; the assumptions, that is which solutions and conditions it rests on; and a date, because an estimate ages. The second is the most important and the most often missing: assumptions show what would overturn the estimate if it changed, and writing them down also protects whoever produced it.

Four situations make an estimate unreliable, and none of them requires calculation, only checking: the completion level is undefined, ground conditions are unknown, the distance to the connection point has not been checked, or the estimate rests on a price per square metre without an area definition. They are checked before the estimate is used.

A contingency is not a safety margin but an acknowledgement that some things are not yet known. A contingency for unforeseen costs and a budget for client changes are not the same thing.

6. VAT changes the figure without the construction cost changing

VAT is not a construction cost, but it is part of the sum a client pays. In Estonia that part has changed twice in two and a half years, which makes reading older prices hazardous.

No separate reduced rate applies to building or renovating a dwelling, unlike in some other European countries. The tax burden on building a home is the same as on other services and cannot be reduced through design.

The practical consequence: a two year old VAT inclusive price is not comparable with a VAT inclusive price today, even if the construction cost itself has not moved. Comparisons should therefore use prices excluding VAT, which remain comparable over time.

7. Example: from a price per square metre to a project budget

The chain below shows how a construction price becomes a project cost. The example is a 160 m² timber frame house at turnkey completion, on an ordinary plot, at 2026 price levels.

The chain shows why a price per square metre alone misleads: construction works are the largest line in a project budget, but not the only one. The two middle rows, preparation and connections, often exceed what the client had allowed for extras.

8. Five rules that follow

Ask for the completion level before the price, because it explains the largest share of the difference, roughly twofold. The same label can cover very different scopes.

Compare total cost, not price per square metre, when comparing two quotations for the same project, because the denominator matters as much as the numerator. The price per square metre hides differences in scope.

Commission a ground survey, because omitting it leads to oversized foundations, and that costs more than the survey.

Size the main fuse against actual use, because the connection charge depends on it directly. An oversized fuse raises the charge for nothing.

Date every estimate and state its VAT status, because the Estonian rate has changed twice in two and a half years. Without them the estimate cannot be compared later.

One pattern that recurs

Not knowing does not save money, it moves the cost.

Omitting the ground survey moves the cost to the foundations. Economising on preparation moves decisions into a more expensive stage. Not sizing the main fuse moves the cost to the connection charge. In all three cases the cost does not disappear, it changes place, usually for a larger sum.
