1. Before comparing figures: the three budget levels
Most discussions about cost per m² fail because of a scope problem. In Spain, three budget levels coexist, and each source publishes its ratios at a different one.

2. Indicative 2026 ranges by typology
The following ranges correspond to PEM per built m², new construction, standard to mid-range quality, mainland Spain in a mid-cost area. They are framing values for early stages, not a substitute for a bill of quantities.

Three reading warnings. First: within each range, the position depends above all on quality level and geometric complexity, not on chance. Second: Madrid, Barcelona and the islands sit systematically above these values, with typical premiums of 10 to 20 %. Third: ranges age; a 2022 ratio cannot be used in 2026 without updating through construction cost indices.

3. The structure of a budget by chapter
Knowing the relative weight of each chapter helps detect incomplete budgets and prioritise optimisation efforts. For a standard multifamily building, the usual distribution of the PEM falls within these orders of magnitude:

Two practical readings. Foundations are the chapter with the highest variance: unfavourable ground can double its weight without anything else in the building changing. And finishes are the most elastic chapter: it is where quality decisions shift the total cost fastest, in both directions.
4. The factors that explain deviations
Two projects with the same programme can differ by 30 or 40 % in cost without either budget being wrong. Five factors dominate.
Location. Labour, transport and waste management costs vary significantly between regions. Madrid and Barcelona top the scale; the islands add their own logistics premiums. The detail by area is covered in regional cost differences in Spain.
Quality and specification level. Between a functional finish and a high-end one, the cost of the finishes package can double or triple. It is the factor that moves the final ratio most in residential work.
Geometry and complexity. Irregular floor plans, cantilevers, long spans and high clear heights make structure and envelope more expensive. For equal floor area, simple geometry optimises the ratio; and the larger the floor area, the lower the unit cost, because fixed costs are spread over more square metres.
Plot and site conditions. Basements below the water table, party walls requiring shoring, restricted urban access or steep slopes generate extra costs that no generic ratio captures.
Market context. Pressure on materials and labour can move prices several points between two tenders twelve months apart. After the sharp increases of previous years, the Spanish market shows relative stabilisation in 2026, but at levels clearly above those before 2021.

5. How to use a ratio per m² well
A ratio per m² is a framing tool, not an estimate. Its proper use follows four rules.
First rule: standardise the scope. Check the budget level (PEM, contract or total), the definition of floor area used (built, usable or chargeable) and the reference year before any comparison.
Second rule: position yourself within the range with judgement. Quality, geometry, plot and location justify a low, medium or high position. A project without singularities is not budgeted at the bottom of the range: it is budgeted at the average.
Third rule: update to the project year. Any ratio predating the current year must be corrected with a construction cost index before use.
Fourth rule: abandon the ratio as soon as quantities exist. The cost per m² serves feasibility and the first conversations with the client. From the advanced preliminary design onwards, the reference becomes the bill of quantities with unit price breakdowns (precios descompuestos).
