The method: read the budget item by item
The regulatory analysis of a budget is not done requirement by requirement but item by item, for a structural reason: many items serve several requirements at once. A façade works for the DB-HE through its insulation, for the DB-HR through its mass and joinery, for DB-HS 1 through its waterproofing grade and for DB-SI 2 through its reaction to fire. Attributing its cost to a single basic document means counting twice or not counting at all.
The practical method has three steps. First, walk through the justification report and note every solution adopted because of a regulatory requirement. Second, locate in the bill of quantities the item that materialises each solution. Third, classify each item into one of three categories: it would exist anyway without the requirement, it exists because of the requirement, or it exists anyway but with a performance made more expensive by the requirement. Only the last two count as regulatory cost, and the third only for the differential.
Orders of magnitude by regulatory block
With that methodology, and for a new mid-range multi-family residential building, the blocks with a strong regulatory component move in indicative ranges of this kind relative to the PEM (presupuesto de ejecución material, the direct construction cost):

Two usage warnings. The ranges are not additive, because of the item overlap already explained. And they are sensitive to typology: in an office building the weighting changes completely, with the DB-SI and the systems gaining weight, and in renovation each project is its own case, as the article on the CTE in renovation develops.
Where compliance genuinely gets expensive
Experience analysing budgets teaches that avoidable regulatory extra cost concentrates in three situations. All three share the same origin, which is deciding late.
The first is the involuntary threshold jump: narrowly exceeding an area, evacuation height or occupancy threshold that triggers new requirements, an additional protected staircase, one more fire compartment, a higher grade of extinguishing system. Catching it at preliminary design is the cheapest optimisation there is.
The second is late verification: an energy or acoustic check arriving with the design closed can only correct with the expensive levers, more insulation and better joinery, because the cheap ones, shape, orientation and compactness, are no longer available. Bringing the check forward to preliminary design costs hours and saves whole items.
The third is the mismatch between report and quantities: justified solutions nobody measured, resilient strips, fire-stopping seals, radon barriers, adapted toilet equipment. Comply better, not less
The operational conclusion is a single one: the economic margin is not in haggling over requirements, it is in choosing well among the solutions that satisfy them. The code's performance-based approach guarantees that this margin exists. Two designs identical in compliance can differ appreciably in cost depending on how they combine envelope and systems, how they resolve compartmentation or which ventilation system they adopt. That trade-off, made with quantities and prices on the table rather than intuitions, is among the construction economics tasks with the best return of the entire design phase.
