House construction costs in France: ratios per m², comparison and budget risks

The individual house is the best documented construction project online and, paradoxically, one where budget surprises are most frequent. The bands quoted by package builders often conceal options not included, external works not priced and foundations estimated on standard ground. This guide sets out the real ratios by region and construction route, compares the savings and the risks of the package builder against the architect, and lists the eight items that most often send a house budget off course.

1. What the headline price covers, and what it does not

The first confusion in a house budget is believing the price quoted is the total. Whether through a package builder or an architect, the construction price covers the building work, not the whole project.

  • Generally included: structure, finishing trades, internal technical equipment (heating, electrics, plumbing), internal finishes to the specification level chosen.
  • Often excluded: earthworks and special foundations where the ground requires them, external works and utility connections from the boundary, external landscaping (fencing, gates, terrace, pool), design fees, and administrative costs such as the planning application, insurance and warranties.

A complete house budget takes in all of these. The total cost, excluding land, is generally 15 to 25 % above the construction price quoted.

2. Ratios by region and construction route

The ratios below are per square metre of habitable area and cover the building works strictly, excluding external works, landscaping and fees.

Note: the package-builder ratios correspond to a catalogue house with standard options. The last column reflects the premium arising from the current thermal and carbon regulations, mainly through the heating system, a heat pump or equivalent, and a reinforced envelope.

3. Single storey against two storeys: the economic balance

Popular intuition says two storeys cost less than a bungalow for the same area, since the footprint and therefore the foundations and roof are halved. That is true in theory, but the real gap is often smaller than expected and can even reverse.

  • Economic advantages of two storeys: foundations over half the area, a saving of 3 to 6 %; roof over half the area, a saving of 3 to 5 %; and a smaller plot required, potentially a significant saving on land.
  • Premiums of two storeys: an internal staircase, 3,000 to 8,000 € according to material; an intermediate floor, concrete or timber, at 100 to 150 €/m²; acoustic insulation between levels; and possibly a stairwell requiring ventilation.

Net balance: on a standard house of 120 m² habitable, two storeys is generally 3 to 7 % cheaper than a bungalow at the same area and specification. That gap narrows if the land is cheap, the principal advantage of building upward is in the land, not the construction.

The real criterion: usable area

On one level, 100 % of the area is reachable without stairs, an advantage for families with young children or anyone with reduced mobility, and for resale value, where a bungalow commands a premium of 3 to 8 % in some areas.

In a compact two-storey house, converted roof space can add 20 to 30 m² at the same structural cost, a notable advantage in area.

4. Package builder or architect: what the figures show

Comparing headline prices misleads: a package builder at 1,630 €/m² all in, and an architect at 1,840 €/m² before fees, are not comparable. Adding 10 % of architect's fees to the second gives 2,020 €/m², that is 23 % more. The gap is justified by architectural freedom, the quality of site supervision and the absence of any conflict of interest between designer and contractor. The question is not which is cheaper but what value the difference buys.

5. The budget risks that send projects off course

Post-completion studies show that overruns on individual houses have recurrent causes. Here they are, by frequency and impact.

The ground survey: the most profitable investment available

A pre-design geotechnical survey costs between 1,500 and 3,500 €. It reveals the characteristics of the ground, the foundation depth required and the risks of clay shrinkage and swelling.

Without one, the builder or architect must allow for standard foundations in the quotation and price special foundations as additional work if the ground proves unfavourable. That mechanism exposes the client to unprovided costs of 15,000 to 50,000 €.

Since 2018 the survey has been mandatory for plots in clay areas of medium and high risk under the national mapping. Outside those areas it remains strongly advisable.

6. What the current regulations change in the budget

Since 1 January 2022 every new house is subject to the French environmental regulations. They introduce two new constraints over the previous thermal standard: a reinforced energy performance requirement, with primary energy demand cut by 30 %, and a carbon performance requirement covering emissions from materials and from energy.

  • Effect on the heating system: oil and gas are penalised by the carbon assessment. Almost all new houses are now fitted with an air-source heat pump, a premium of 3,000 to 8,000 € over a gas boiler.
  • Effect on the envelope: reinforced insulation with greater thicknesses and thermal bridges treated, triple glazing in cold regions, a premium of 3,000 to 8,000 € over the previous standard.
  • Effect on materials: the regulations favour bio-based materials, timber, straw, hemp, whose carbon footprint is lower than concrete, and can change the constructional choices and their costs.

In total the premium over a house built to the previous standard is estimated at 5 to 10 % of the construction cost, amply recovered over 10 to 15 years through heating savings.

In summary

The cost of building a house runs from 1,330 €/m² of habitable area through a package builder in a rural area to more than 5,100 €/m² for a high-end architect-designed house in the Paris region or on the Mediterranean coast. The total budget, excluding land, is 17 to 47 % above the construction price quoted once external works, landscaping and fees are added. Two storeys is structurally cheaper than one for the same area, by 3 to 7 %, but most of the economic advantage lies in the land. The three most frequent risk items are special foundations, best anticipated with a ground survey; external works on an isolated plot; and changes during construction. The current regulations add 5 to 10 %, unavoidable on any new house since 2022.

Reference basis of the figures

These bands are orders of magnitude for framing, and their reference market is the Paris region. They serve to place a budget at the earliest stages and to compare building types with one another. They replace neither a tender exercise nor an estimate prepared on drawings, and they are not a record of prices actually charged.

The ratios per square metre and per item on this page are stated in January 2026 values. They were updated from January 2025 values, the basis adopted for the whole cocoon, using the BT01 all-trades index published monthly by INSEE on its 2010 base: 132.0 in January 2025, 134.7 in January 2026, a rise of about 2 %.

The global amounts quoted as examples, and any rents, charges or receipts expressed per year or per night, remain on their own basis: a building cost index does not apply to them.

To bring the ratios forward, apply the usual revision formula: updated value = page value × (BT01 for the month in question / 134.7). The index has kept rising since: it stood at 138,3 in June 2026, the last value published when this page was checked, that is 2,7 % above the reference base. BT01 measures contractors' input costs, wages and social charges, materials, plant and energy, not the prices actually tendered.
