Three caveats accompany every row of this table, and they hold throughout the guide. The figures refer to the construction cost only, excluding land, fees, professional costs and contingencies. They assume an average territorial base, to be corrected for geographic area. And they presuppose a stated reference floor area, because the same building produces different costs per m2 depending on the area used as the denominator.
How to read a cost per m2
Before using any figure, three conventions must be fixed. It is the least spectacular part of this guide and the most useful.
The denominator: which floor area

The gap between gross and net is typically 20-30 per cent. Spending of EUR 216,000 on a house with 140 m2 gross, 128 saleable and 112 net produces EUR 1,543, 1,688 and 1,929 per m2 respectively: three figures, one building. The numerator: what the cost includes
By professional convention, the construction cost covers building and services works and excludes land (20-30 per cent of the overall budget), urbanisation fees and the building contribution, professional fees (10-15 per cent of the works), utility connections, furnishings, VAT, contingencies (8-15 per cent) and finance costs. The sum of these exclusions is typically worth 25-30 per cent more than the construction cost, before land: it is the systematic gap between the figure in circulation and the budget actually needed.
The scope: what is being bought
Turnkey is not a shell, a fit-out is not shell and core, a structural warehouse is not a finished warehouse. Every building type in this guide has its own levels of supply, and comparing figures from different levels is the error that produces the most serious budget surprises.
Residential
Residential is the most searched segment and the one with the most solid market references. The detached house
It is the reference type of the private market and the most expensive per m2 in residential: no economies of scale, a heat-losing envelope on every side, foundations and roof spread over few square metres. For a 100 m2 turnkey house at mid-range level, a reasonable construction budget sits between EUR 180,000 and 250,000, excluding land.

The apartment building
In small multi-family buildings the economies of scale show: at equal finish, the cost per m2 drops 15-25 per cent against a detached house, with bands of EUR 1,200-1,700 per m2 for a current finished standard. Foundations and roof are spread over several floors, services are serialised vertically, the site is more efficient.
In exchange, items the detached house never meets appear: stair core and lift (EUR 60,000-120,000 lump sum, weighing more on small blocks), common areas, fire prevention above height thresholds, acoustic insulation between units. The last deserves attention: it is the most contested defect at handover and the most expensive to correct afterwards. The timber prefab
Prefabrication has moved from niche to mature segment, with turnkey bands of EUR 1,500-2,400 per m2, overlapping those of traditional building at the same level. Its argument is not the price but the certainty of the price: an amount locked in the contract, site times cut in half, a specification defined before the foundations.
The critical point is the scope of supply: raft, excavation, connections, professional fees and external works are almost always excluded, and their sum can take a turnkey figure from EUR 1,700 to 2,200 per m2 of real cost. The passive standard
Those aiming beyond code performance face an extra cost of 10-15 per cent, that is EUR 22,000-34,000 on the 120 m2 house, distributed across insulation, triple-glazed windows, mechanical ventilation with heat recovery, verified air-tightness and certification. Note that the heating system's cost falls, because the reduced thermal load allows smaller generators. Commercial

Offices
Office buildings are estimated in two distinct stages, which must always be stated. Shell and core (structure, envelope, primary services, common parts) costs EUR 1,200-1,800 per m2 and is the cost of the container. The interior fit-out costs EUR 850-1,600 per m2 depending on level, with 2026 references placing Milan and Rome on aligned figures: around EUR 850 per m2 for basic level, 1,250 for the mid band, up to 1,600 for executive. The composition of the fit-out has changed deeply: mechanical, electrical and technology components now stably exceed 40 per cent of the budget, driven by complex supply chains, long lead times on specialist equipment and demand for smart building technology. Hotels
In hospitality the m2 is a weak indicator: the industry metric is the cost per room, absorbing rooms, common areas, back of house and furnishings. Bands run from EUR 60,000-90,000 per room in economy to above 250,000 in luxury. Rooms are repetition and benefit from every replicated optimisation; common areas are one-offs with the highest costs per m2 in the property, and their growing weight explains why the average cost per m2 rises in the upper categories.

Retail
In retail the cost depends on format more than on metres: EUR 600-900 per m2 for a basic neighbourhood shop, 900-1,400 for a shopping centre chain unit, 1,200-1,700 for a high street unit, above 1,800 for a flagship. Where the unit is a shell, the cost of base works must be added (EUR 300-600 per m2).
Two specificities govern the segment. The shopfront concentrates the highest unit cost and is the element the brand does not compress. And time is a cost item: every site day is a lost trading day, so estimates embed a speed premium and the full cost includes the lost margin of the closure period. Industrial
Industrial has the lowest and most misleading cost per m2 in construction. The branch page on industrial construction cost organises the bands, but the segment's central lesson is single: the building is the minority item in a production facility's budget.
Three blocks dominate and explain the variance between quotes. The structure, governed by spans and heights: two warehouses at the same price per m2 with different spans are not the same product. And the services, which turn a warehouse from EUR 350 to 800 per m2 depending on intended use: it is the activity to be carried out inside that writes the estimate, not the square metre.
The example that closes the argument: an 800 m2 warehouse with a precast structure at EUR 250 per m2 reaches, adding foundations, industrial floor, services, office block, yards, connections, professional fees and contingencies, around EUR 926 per m2 of full cost. On precast, 2026 market references record a 12-18 per cent increase against 2022, driven by steel, cement and energy, with bands then stabilised at EUR 280-450 per m2 for industrial reinforced concrete. The agricultural building, finally, is the cheapest construction in the segment (EUR 200-350 per m2) because it is essentially envelope: no finishes, minimal services, wide tolerances. Renovation
No other figure in construction has such a wide range: from EUR 300 to over 2,000 per m2. Three items rule the budget. Services alone are worth EUR 250-400 per m2 in a full renovation, which is why the cost nearly doubles between medium and full. Bathrooms and kitchen concentrate the highest cost per m2 in the home. Finishes are the most elastic lever, with which the estimate is tuned up or down.
On the apartment, the most frequent case, an example bill of quantities for a full 80 m2 renovation reaches around EUR 96,000 including professional fees and contingencies, that is EUR 1,200 per m2 of full cost. The most instructive datum in that bill: the two bathrooms weigh almost a quarter of the works on barely 10 per cent of the floor area. On the whole house, envelope, roof and structure are added, that is the most expensive and unpredictable packages: bands rise to EUR 800-2,200 per m2 depending on depth, and the contingency reserve should be taken to 15-20 per cent. Above a certain threshold of decay, the comparison with demolition and reconstruction becomes tight: on a 150 m2 house both routes reach nearly equivalent totals (around EUR 330,000), with rebuilding delivering new-build performance and halved contingencies, but longer permitting timelines and planning constraints to verify. The historic building is a world of its own, with bands of EUR 1,500-3,000 per m2 and above: craft trades, imposed materials, heritage authority approvals that clear the solutions before they become an estimate, and energy performance limited by law (external insulation is generally inadmissible on protected facades). Those who add volume rather than transform it discover that extending or adding a storey costs as much as or more than building from scratch: EUR 1,300-2,200 per m2 for a ground extension, 1,600-2,600 for a vertical addition, with structural strengthening as the least predictable item. The factors that move the cost
Two buildings identical on paper can cost per m2 figures 40 per cent apart. The difference is the effect of identifiable factors, organised in the page on the factors that determine construction costs. The difference is the effect of identifiable and measurable factors.

The territorial gap
It is the most marked specificity of the Italian market: the same house can cost 25-35 per cent more in Milan than in an inland southern province. Indicative coefficients run from 1.15-1.30 for large northern cities to 0.80-0.90 for inland southern areas, with the strongest variable being the pairing of geographic area and urban context: a large southern city can be more expensive than a northern province.
The gap comes from labour, contractors' price lists, logistics and local technical requirements (seismic and climate zones size structure and services). The breakdown by trade
Knowing what a building costs helps little; knowing how that cost is distributed helps with everything. The typical shares. The typical shares make an imbalance visible within minutes.

The interesting datum is the movement: over the last two decades traditional building works weigh proportionally less, services and envelope much more, driven by energy requirements and the technology component. From cost per m2 to the operation's budget
No budget is built by multiplying floor area by cost per m2. The example, on a 120 m2 mid-range house. The example shows every item that is added to the works.

The real budget exceeds the area-times-rate product by 28 per cent, before the land. The four most frequent errors
Comparing different floor areas. The first and most common: two per-m2 figures are not comparable unless the denominator is stated.
Comparing different scopes. Turnkey against shell, fit-out against shell and core, structural warehouse against finished warehouse.
Comparing different dates. Price lists move with materials and energy prices: a reference from three years ago describes another market.
Comparing different territories. The gap between Italian macro-areas reaches 25-35 per cent.
To these is added a deeper method error: using cost per m2 to estimate. It is a tool for first approximation and for checking. A reliable estimate is built by measuring the project's quantities and applying verified unit prices to them.
The professional tools
For estimating in Italy there are two tools that resolve the problems seen in this guide at their root. They are the regional price book and the itemised bill of quantities.
The prezzari regionali (regional price books), compiled and updated by the regions, contain work items with unit prices valid for that territory. They are the reference for regional public works and a solid basis for private work. Three rules of use: use the price book of the site's territory, check the edition year, and do not confuse the price book (reference unit prices) with the estimate (prices applied to the project's real quantities).
The computo metrico estimativo (bill of quantities with pricing) is the document that unites the two: it measures the project's quantities and values them with unit prices, producing the analytical estimate from which the cost framework derives and, as a statistical curiosity, the resulting cost per m2.
