Definition and thresholds
The regulatory definition
A building is classified as high-rise when the lowest floor of the highest level sits, relative to the highest level of fire service access:
more than 50 m above it for residential buildings;
more than 28 m above it for all other buildings — offices, hotels, education, retail, mixed use.
The distinction matters: an office tower becomes high-rise at 28 m, while a residential building only crosses the threshold at 50 m. The reference height is measured from the fire service access point, generally the pavement in front of the building, to the floor of the highest occupied level.
Very high-rise buildings
The 2011 order introduced the notion of a very high-rise building for those whose lowest floor of the highest level exceeds 200 m. They face stricter requirements still, notably on façade access for the fire service and on internal communication systems. The 200 m threshold is assessed at the floor of the highest occupied level, not at the architectural height of the summit: very few French buildings actually cross it when measured at the floor.

Classification by use
High-rise buildings are classified by use under the construction and housing code. That nomenclature is specific to the regime and does not follow the logic of the public-building types: each class corresponds to a use and a precise height threshold.

Note that the classes GHB, GHC, GHD and GHE do not exist in this nomenclature.
Offices fall under GHW — W1 from 28 to 50 m, W2 above — education under GHR, healthcare under GHU. There is no custodial class. The sequential lettering used for buildings open to the public does not apply here.
The fundamental principles
Defend, not simply evacuate
The fundamental principle is radically different from ordinary buildings: total evacuation of a high-rise within a reasonable time is virtually impossible — a 40-storey tower cannot empty in a few minutes. The regulation therefore rests on defending the volume: compartmenting the building so the fire stays confined to its zone of origin, keeping occupants safe in resistant and reliable compartments, and allowing the fire service to intervene effectively.
The protection volume
One of the essential concepts is the protection volume. A high-rise building must be separated from any neighbouring construction by an REI 120 wall or façade over its whole height, or by a clear space — the protection volume — at least 8 m wide. That volume may contain only buildings whose highest level sits below 8 m and whose envelope is entirely REI 120. This little-known requirement can heavily constrain the siting of a high-rise on a dense urban plot.
Compartmentation
Compartmentation is the pillar of high-rise fire safety. Each level must be divided into compartments of at most 2,500 m², separated by REI 120 construction. Compartment doors are EI 60 actuators, held open in normal use and closing automatically on a fire signal from the safety system. A lift enters a compartment only by way of a buffer zone, an intermediate lobby.
Technical fire requirements
Fire-resisting structure
The load-bearing structure must achieve at least R 120. For buildings above 100 m, specific fire engineering studies are required. Façades must limit flame spread: the rule on vertical fire spread applies and façade materials must be class A2-s1,d0, non-combustible, in the risk zones.
A centralised fire safety system
A high-rise must be fitted with a category A fire safety system with detection throughout. The control equipment must be redundant. The standby supply must keep the system running for at least 72 hours without mains power. A permanently staffed security post, or remote monitoring, is generally required for buildings in the highest occupancy categories.
Escape stairs and smoke control
Stairs are fully enclosed, to at least EI 60, and smoke-controlled. Smoke control is mechanical, through positive pressurisation, so that smoke is driven towards the fire zone and the escape stairs stay clear. Firefighting lifts are mandatory: they let the fire service reach each floor without using the escape stairs occupied by residents.

Accessibility in high-rise buildings
High-rise buildings carry the same accessibility obligations as ordinary buildings, with additional constraints arising from height. A lift is mandatory and must reach every level, including the refuge levels in a fire. The notion of a protected waiting area is particularly developed here: each level must include spaces where wheelchair users can await the fire service in a protected compartment without having to use the escape stairs.
The central safety commission
High-rise buildings do not fall to the local safety commissions but to the central safety commission attached to the interior ministry. It examines schemes at the planning application stage and carries out the opening visit. It can be consulted on any ambiguous project or one requiring technical adaptations — alternative solutions to a requirement of the regulation.
The economic impact
High-rise construction generates significant structural, fire and technical premiums against a building of the same area below the threshold.

Watch the threshold from the brief stage: 28 m for offices and hotels, 50 m for housing.
Construction budget for a high-rise office building: 3,000 – 5,000 € excl. VAT per m² of floor area according to height and standing.

The central safety commission requires a specific file, with determination time to anticipate.
The economist must check the threshold before confirming the height assumption at concept stage.
Reducing the height by a few metres below the threshold can save several million euros.
